Yes. The only worry about this is that it'll be not as easy for
users to create pages, also perhaps the client will want to approve
content before it goes live.
So it could be set up so that when people sign up for an account
they get a page like this /hidden-users/firstname-familyname/ and
then on /hidden-users/ there could be some instructions for people
about how to create their page, what to put on it etc and how to
notify the people running the site to say that their page is ready to
be moved into a non hidden part of the site.
